pidgin-otr not up to date

Hi Jack,

Vivid and Wily both have 4.0.1.  Trusty has 4.0.0, is that what you're
referring to?  That's pretty normal that the LTS will just stick with
that version (with the possibility of specific SRUs of course, but
still no version bump).
