Creation of a proper Mono PPA

Alright, well I've started a discussion here:
http://lists.ximian.com/pipermail/mono-devel-list/2014-June/041657.html

Feel free to jump in there if it's pertinent at any point in time.
Especially if I'm not asking the right questions! :)

Unfortuantely, Mono/Xamarin has been pretty consistent in the past about
where they stand on the matter:
http://xamarin.uservoice.com/forums/144858-xamarin-product-suggestions/suggestions/2697538-linux-support

Despite that, I'm hoping that somehow we can break this cycle/pattern and
have the two sides come together for the sake of any who want the latest &
greatest C# on Ubuntu.
