Keyboard access to me menu in Unity? -- lacks front-to-back cycling

Even if it isn't a coding error per say, it's still a design bug. I
have no idea what package to file it against though... unity?
indicator-appmenu? appmenu-gtk?

Can someone with a bit more knowledge of which package handles what
point us in the right direction?
