Exactly, that's why it is in universe, not in main. There simply isn't
an Ubuntu maintainer for it.

As to turn this into something productive, I suggest to ask for a
backport [1]. If that turns out to work well, then given the current
state in 9.04 final, I think motu-sru [2] will even consider moving it
to jaunty-updates.
