why not scim 1.4.9?

scim 1.4.9 has released in 2009/4/19 but why ubuntu not include it? debian
has include
(i don't know why it no info in homepage, it only have info in forum and
project page)

it also have new scim-bridge, scim-m17n, ...

i think ubuntu must include it for better :-/
