Against which package should a wishlist bug be filed for a different install CD?

I've encountered a problem with an IDE on an old chipset which is only
supported by ide-generic (bug #128833).  This isn't included in
linux-generic or any of the bootable CDs since Gutsy making it really
difficult to install any Ubuntu distribution:

It is available in linux-386 initrd images.  I would like to file a
wishlist bug asking for another alternate or minimal CD ISO to be
created for old hardware but don't know which package to file against.
