I guess some one could keep a weekly build on a PPA, get it tested by a few users, and then move that week version to backports.
Still, this would have to be a some what regular schedule thing to do, but since you (and others like you) already do that from SVN, I guess a weekly task/script wont be that hard.

Plus, its a great way for you to start as a Ubuntu MOTU rookie, as long as you get a sponsor.
