Bulgarian phonetic keyboard layout is not the country standard

Just submit a bug to Launchpad with this text and sane subject, put
into reply to this thread and bug people will forward it for upstream.
Hurry, because GNOME will have release soon. Old layout probably
should be left because it is ongoing change, as far as I see it.
