Yes, Ubuntu is basic for Linux development (and for me Ubuntu is THE Linux).

On the other hand, I propose a Public Administration version for Ubuntu (this includes goog database management, including Oracle app - Oracle Application Servers, Form Services, Oracle Form Services 10g - ).
