No; Canonical has no agreement with Microsoft.

It sounds like Dell is trying to expand its sales to as many corners
as possible.

BTW, http://www.dell.com/suse directs to the new deal just as
http://www.dell.com/ubuntu directs to to the 'coming soon' message.
