Where to post feature request for Kernel patches

Hi List,

I just want to know where I can post a feature request for a kernel
patch to get IBMs Ultrabay into "supported" state.

I know that there is a way to get the bay to work with actual kernel +
some small additional patches.

Would be very nice to see them in Ubuntu Kernel to get a hotplugable bay.

If there won't be a general "No" for this feature I can try to write a
howto about this.

But first of all: What is the right way for those wishes? This list? The
ubuntu-devel-discuss? Web Forms?
