I think it counts the number of times a program is started, and if
that's true then programs that crash often or have to be restarted often
because of serious memory leaks get an advantage...  ;-)

Another problem with this way of counting is that some programs prefer
using multiple documents in the same proces, while other similar
programs prefer starting a new proces for every document.  The last
category will possibly get higher in the statistics...
