Edit src/lib/debian-installer/init-udev-devices in the rootskel source
package to create more device nodes, and src/etc/inittab to put
something on them (e.g. another shell).

Paul Sladen's response assumed a regular system, whereas I think you're
actually talking about the installer environment.
