Final Freeze timeline for unseeded packages in Universe/Multiverse

Final freeze for unseeded Universe/Multiverse packages will start at Noon UTC 
on October 6.  After that, all uploads will be reviewed by the release team.  
The final deadline for uploading unseeded Universe/Multiverse packages will be 
Noon UTC on October 9.  After that the archive will be completely frozen 
(modulo unexpected emergencies).

Universe still needs lots of work on FTBFS, RC bugs, and NBS, please keep 
working on it until the deadline:
