That is not the case: Ubuntu has been using Gnome continuously since
2004, and when I designed the first iteration of Ubiquity in 2005 we
referred to it explicitly as the “Gnome User Interface”.

If you’re referring to Gnome Shell, as far as I know, there is nothing
in the Ubiquity design that assumes a particular shell. (Though
developers did, unfortunately, remove the step of using any connected
webcam to take your photo on the grounds that Unity’s login screen
didn’t use photos. I hope that step returns: it adds time, but also
feeling of ownership.)

It’s possible that you might achieve some simplification from knowing
that Ubuntu will always be preinstalled with the correct drivers. Apart
from that, I’m skeptical that any new installer could achieve a simpler
flow overall without satisfying fewer people.
