Feature Proposal: Enable two finger touchpad scrolling by default

It does appear to be an either/or option. In the mouse preferences
dialog there's three radio buttons:

* Disabled
* Edge scrolling
* Two-finger scrolling

The default state is presently Edge scrolling, so this is a concern.
