please check in your gconf ( ALT+F2.. then type "gconf-editor" and confirm)

the following checkbox should be checked:
/apps/compiz/general/allscreens/options/raise_on_click

in earlier discussions on another list, i became aware that even some
seasoned veterans are not fully aware of this option..
