Bug #313690 regarding epiphany* dependencies

I'm trying to address Bug #313690 [1], which has caused some confusion
about the web of dependencies associated with the following packages:
epiphany-browser, epiphany-gecko and epiphany-browser-data. The
ubuntu-desktop ML was given as the maintainer of the epiphany-browser
source package. Could somebody with knowledge of the issue please see
the details on the bug report and leave comment there?
