I am not sure of what you want to configure exactly, but you can look
at: [System] -> [Preferences] -> [Mouse] for some basic adjustments. For
more advanced adjustments you would have to use gconf. You can start
gconf by running: [gconf-editor] from a terminal or from the run
application dialog (ALT + F2). Gconf is the place were you can adjust
all kinds of things that can't be configured via regular GUI
applications. I am not sure if (and where) you can find mouse-related
stuff in gconf, maybe someone else knows that.

I think that your question would be more appropriate at the ubuntu-users
list. This list is mainly about development/ideas concerning the desktop
environment, not really for questions.
