Customizing Gnome-Panels

Yes, there are some reasons. For example, we want to give our customers 
with an update a better panel layout with some useful buttons on it. And 
so on. The customers settings should be merged with the new default 
panel configuration.

Perhaps this should be an upcoming gnome application. A so called "Panel 
Configuration Tool" oder "Panel Layout Managment Tool".

Okay, what i could do is: I don't have to make updates of our panel 
layout packages. We should use one panel layout and don't change it.

What does Ubuntu in this case? Will Ubuntu never change the default 
panel settings in the next versions? Or will Ubuntu change it and 
existing users they updated the system can't use it because "an user 
setting and will not reflect any system change"?
