Para MP3s el plugin es de uso libre para usarios finales:

  La redistribucion es otra historia:

  Para otros formatos, como ASF y WMV, creo que no:

    En el caso de Gnu/Linux en general, es posible usar una licencia donada por Fluendo, pero con un binario según entiendo. En su comunicado, un  aparte indica:
"Through Fluendo's agreements with Microsoft and MPEG LA such a solution is now available."
