Correction: The process for manually configuring the recordfail time out
omitted a command. The correct process is:
echo "GRUB_RECORDFAIL_TIMEOUT=5" | sudo tee -a /etc/grub/default
sudo update-grub
dpkg-reconfigure grub-pc
