Whenever you make something configurable through cloud-init special 
configuration options, please also make it possible (and documented) 
through standard command line tools for people who are using user-data 
with other formats.

There's no need to create dedicated commands as long as it's possible 
through existing commands (e.g., modifying text files, restarting services).
