[ubuntu-cloud] EC2 Archive Mirror migration to S3 completed

The Ubuntu Server team just discussed what it would take to implement
this request. The short answer is that it would take some work to get
this done due to the way that S3 works. A change like this will likely
need to be the subject of a blueprint to get implemented; look for a
blueprint at UDS-R to discuss this.
