[ubuntu-cloud] installing openstack on airgapped systems

I was hoping to install Openstack on some fresh Ubuntu 11.10 server
systems that are airgapped from the Internet. Firstly, I was disappointed
not to see an Openstack task in tasksel... and secondly, it seems as
though Openstack requires dnsmasq, which isn't in main or restricted (ie,
it's in universe, not on the install ISO images).  As there way around
that aside from manually copying the package across? Is there a reason why
the Openstack (nova, glimpse, swift) packages are in main but not dnsmasq?
