Hi,
You can either avoid building custom images and instead use "cloud-init" 
to customize the image as it boots. Or you can actually build your own 
full custom images. This page should offer pointers to both approaches

PS: Ubuntu Oneiric 11.10 was just released today (yaaay!) and with it 
comes the new "Ubuntu Cloud Infrastructure" product which is based on 
OpenStack (moving from Eucalyptus). If interested you can check this 
blog post about running the new cloud product on a single machine from a 
USB stick!
