I would contact David and Lena Patrick from Linux Cafe although I have
not been there yet.
It's in Tdot (Christie Station) and it seems they are used to having
workshops and events there.

Definitely make it happen, even if it's just you and a few others
interested. Use social networking, put up flyers, invite friends. Last
year we had a great success having our first Global Bug Jam event in
Montreal.
