Changing the launchpad team structure

I just want to clarify that we now have two teams:

ubuntu-ca: everybody can join this team. Come one, come all
ubuntu-ca-members: this is moderated. Only those people who have been
approved as Ubuntu Members by the Community Council, MOTU Council,
Kubuntu Council, etc. etc. should apply to join.
