The task for the package in Ubuntu should only be considered Fix
Released when the fix is available for Ubuntu users. By default tasks
are considered to affect the development release of Ubuntu, so if the
fix were in Trusty then it could be marked Fix Released.

Many bug reports are set to Fix Released automatically by the Launchpad
bug janitor which modifies bugs known to be fixed by a specific upload.
