Usually the attachment that is deleted is the coredump. Once apport
finishes retracing the bug there is no need to keep the coredump
anymore; additionally, coredumps are usually full of private data.
Since the retrace can expose private data, apport-retraced bugs are
kept private. As already commented below by Daniel, the members of
Ubutu Bug Control can look at the bug, verify no private data is
exposed, and mark the bug public.
