I am 60/40 to yes, but...

Perhaps it would be better to separate cosmetic from usability -- I
do not find a real need to separate core and non-core for cosmetic,
but _usability_ is a different issue. And, the more I think about
it, the more is does not make sense to bundle cosmetic and usability
bugs together.
