Yes to commenting and confirming.  No, to finding duplicates as it can
vary in difficulty depending on the particular bug.

This too can vary in difficulty however I think it is easier to know
when you are uncertain.  (I mean people are much more likely to make
mistakes when marking duplicates than assigning packages.)  So as long
as we make it clear that if one is uncertain to ask for help it seems
appropriate for the "Basic" section.

Other "Basic" actions include:

Documenting steps to recreate the bug in the description
Modifying the bug title to concise and descriptive
