New standard tag 'touch'

As part of a discussion during UDS about touch support in Ubuntu, we
decided one thing that would help is a standard bug tag to find
touch-related issues.  We figured 'touch' made sense.

Brian Murray suggested I add it to the wiki and let ya'll know about it.
So I've added the tag to wiki.ubuntu.com/X/Tagging and am sending this
email.
