If you are referring to the "report a bug" link at the top level page
http://bugs.launchpad.net this was purposefully removed because there is
no context, a project or distribution, for filing a bug report. When
people are looking at bugs in a project or distribution the "report a
bug" link does appear. We are trying to address the tremendous problem
we have with bugs without a package and bugs with little to no
information in them.

The "report a bug" link does exist at http://bugs.launchpad.net/ubuntu/.
