Bugs Reported Against a PPA

Generally, the way I handle these situations is to open a blank
upstream task (not actually linked to an upstream bug tracker) and
subscribe the PPA owner if the bug is a packaging issue.

If the PPA is owned by upstream or packaging a new upstream release
not yet in Ubuntu and the bug is in the application not the packaging,
then I open an upstream task and forward upstream.

These shouldn't be reported against the Ubuntu packages as the bugs
aren't actually in Ubuntu in most cases. Ideally, Launchpad should
provide bug tracking for individual PPAs.
