apport-crash bugs without a package

I usually close them with the following answer:
"Thank you for taking the time to report this bug and trying to help make
Ubuntu better. However, v-m-c is not provided by the official Ubuntu
repositories. Because of this the Ubuntu project can not support or fix your
particular bug. Please report this bug to the provider of the software
package at http://www.betavine.net/bvportal/web/linux_drivers .
However NetworkManager 0.7 is integrated in Ubuntu 8.10 and is capable of
dialing up with 3G devices (but doesn't handle proprietary extensions)
Thanks you again and don't hesitate to submit any new bug.

As of today, I've got no response from user complaining about it or
considering this is an abusive way of closing the report.
