Hi!

I think it's related to the difference between "also affects
project" (see for example [1]) and "also affects distribution". The
bullet points you are referring to are really for forwarding *upstream*
(unlike the first bullet point, which mentions the distribution thing).
Looking at your bug report everything is right.
