    When using these definitions, can we extend "Confirmed" to mean
that it is not only reproducible, but that the bug report contains
sufficient information to allow someone previously unfamiliar with the
ug to reproduce it?  This is distinct from having a solution, but
rather just a sufficient description of the method to reproduce that
someone could accurately identify the problem (and so complete
triage).
