Marking bugs as duplicates

Hi,

When bugs are being marked as duplicates, shouldn't the bug which was
filed first be the actual bug and the rest duplicates?

The credit should go to the user who reported it *first*.

If you all agree with that, request you to verify the date/time before
marking a bug as a duplicate.

https://launchpad.net/distros/ubuntu/+bug/69321 was marked as a
duplicate of https://launchpad.net/distros/ubuntu/+bug/69396, which
should have been otherwise.
