thanks, I got the picture much better now.
following the links though, I came across
https://launchpad.net/distros/ubuntu/+spec/automated-problem-reports ,
which is marked as "implemented", but from the wiki update, it seems not
to be (i.e. if you have to enable a repository and install new packages,
then you don't have the automated problem reports as you want).
can that spec be tweaked a little to ask for out-of-the-box installation
of all debug symbols on edgy+1? would that be feasible?
