bughelper packaging

Hello everybody,
I just made the bughelper ready to be packaged. It now uses distutils,
but you can still use it by checking it out and running it locally. It's
all in ~dholbach/bughelper/bughelper.dev and before I upload it as a
package, I suggest we think a bit about how the info files could look
like.
Right now they merely list strings which are looked for when reading the
bug. But I can think of a number of use cases where this does not fit
the needs:
* bug contains 'foo' AND 'bar'
* bug contains 'foo' AND NOT 'bar'
* sourcepackage is '...' and contains 'foo'
* integration of pitti's bug patterns (used by apport):
http://people.ubuntu.com/~pitti/bugpatterns/
* we need arbitrary messages, we don't just want to list the
strings we just found
Also I'd like to add
* general triaging 'clues' about packages
* http://wiki.ubuntu.com/Bugs/Responses to the bughelper
Of course the picture until now is a bit incoherent, but I think the way
to go is XML, because it's structured and easily writable. Once it's in,
we should have a wiki page explaining how to add information to the
bughelper.
