[Bug 1094971] [NEW] pairing timeout aborts short after first failed try

Public bug reported:

After the first try of pairing the Ubuntu notebook with a bluetooth
device (phone) failed (phone not ready or pin mistyped), every following
try aborts immediately after less than a second (as if the timeout was
suddenly shorter). There is no time anymore to read or even transfer the
pin.

As a work-around I can reboot and connect with the first try which has a
normal several-seconds time-out (but could be longer as well). Of course
it would be preferable without the need to reboot.
