[Bug 246547] [NEW] "Receiving incoming files" bubble shows on startup

Public bug reported:

Binary package hint: gnome-bluetooth

Having enabled bluetooth and checked General | "Receive files from
remote devices" in Bluetooth preferences, on subsequent startups I am
informed that "Receiving of incoming files is enabled" via a
notification bubble.

In my opinion this should only be shown when the check box is enabled,
and not on subsequent startups. I enabled the option myself, and have
been informed once: I feel this should be enough.
