[Ubuntu-be] Support Points dev site

I just updated the dev site of the support points we (Pierre and I) are
developing.

Currently, these functions are already (functionally) working:
- List of supporters (filter not yet connected)
- Google Maps of supporters
- Language support through gettext

It seems not much, but there is already a lot of code written by Pierre
which is invisible for the end user.
