As said before (I think),

Texts not under any licence can't be
used in newspapers and the like either. Because copyright applies to
all texts even those without any copyright notice and/or licence. But
maybe some journalists are stupid and affraid to use a CC-by-na-sa PR
(and website snippets) while not affraid to use "regular copyrighted"
ones. For these journalists, adding a clear statements that authorize
them to re-use the PR and/or cite the website is probably a good idea.
