It appears the main issue here is that the original bug reporter did not
use the correct bug template.

However, I must admit that even I find the SRU process a bit confusing.
Despite this, from what I can gather, this issue qualifies as a "high-
impact bug"

These are updates necessary for Ubuntu packages to adapt to changes in
the environment, server protocols, web services, etc., essentially when
the current version ceases to function.

Therefore, labeling this issue as "Not a bug. May be a support request
or spam," simply due to non-compliance with the proper bug template or a
complicated reporting process, seems to trivialize the problem.
