[Bug 302281] [NEW] please backport buildbot 0.7.9

Public bug reported:

Hardy has buildbot 0.7.6, which sends out mail notifications with
incorrect URLs.  Here's the buildbot trac ticket:

There are also some problems with the IRC status bot.

Please backport 0.7.9 to Hardy.
