[Bug 80957] backport of gpsd

Public bug reported:

As reported in bug #57486 [1], the dapper version of gpsd doesn't work
well with GPS devices that aren't always plugged in at boot time. This
has been fixed in edgy, so I'm hereby requesting a backport of gpsd for
dapper.
