bandwidth/usage management program

I am looking for a bandwidth/usage management program
I have two differenet requerments:

1: for use with a pre-paid 3g internet (I want to limited Mb usage per day)

2: to limited the seedbox (bittorrent/usenet) internet usage without having to ajust each program, while allow internal speeds to remain uneffected
