I assume you've read or were the author of this thread:

here you were almost on the right track!
WINE comes with it's own msiexec!!!
And they've thoughtfully placed it on the path.
So all you have to do is:
1.
	Open a terminal (window)

2.
	cd ~/$my_windows_installers$

3.
	msiexec -i commsecpro.msi

This should produce the desired result, I'm not sure where dotnetfx.exe
fits in but come back with your results.
